Default Disable the right click only on the desktop but not in explorer

I want to prevent a certain user (not all the users) to right click on the
desktop but he has to be able to right click in windows explorer.

I know it is possible but haven't found a way to do it.

This can be accomplished thru Group Policy Object. I am not sure if
this can be done via Local Policy or not.
