Default Need advise -- Windows xp traditional chinese verion change to English version or interface ?

I have a notebook which pre-installed windows xp traditional chinese
version,

now I want to change it to english version (or the user interface change to
english).

Is there any way to do the change ?

Purchase the English version of Windows XP.
Backup all your important stuff.
Format and install Windows XP English version.
Install all your software.
Copy all your important stuff back.

No.

You need to buy and clean install an English version
