Default After SP3 a program only works in Admin account

After updating to XP Home SP3 a program has ceased to work in my user
account, although it works fine if I "RunAs" administrator, or if I am
actually using the admin account.

It used to work fine in my user restricted priveligesaccount. Now it
pops up an "encountered a problem and needs to close" message if I try
to start it in my user account whether I use a shortcut or click the
program exe file. I haven't used it since before updating XP Home to SP3
and was wondering if that update was the cause?

I know that on installation you can configure what priveliges a program
needs and what XP user accounts it will work in - admin only or all
users etc.
Can this be done POST installation? - I can't see any obvious way.

The programme is from xat.com Image Optimzer 3.51 professional.
