Default PLEASE HELP!!!!!!

When I start my computer, and it goes thru the boot sequence, the numbers and
letters are garbled.When the Windows logo appears, its fuzzy and garbled.When
the sign on screen appears, it has bands of green lines thru it, as well as
every screen thereafter. Does anyone know how to remady this or am I screwed?

The "System Setup" or "BIOS" - is that garbled?
If you choose "Safe Mode" - is that garbled?
