User Rights Assignment Not Responding

Default User Rights Assignment Not Responding

I'm the administrator but I can't access certain areas like time and date
properties; and device manager.

I read on the Internet that I should check on the User Rights Assignment via
Group Policy Editor. I tried to open the User Rights Assignment but it hangs
and stops responding even after a long period of time.

Is there any way I can access User Rights Assignment via Registry Editor? Or
is there another solution to gain full administrator rights?

What happened before this problem reared its head? What do you see in your
event logs?
