Default IPSec monitor snap-in question

I am pleased to see that when checking my Event Viewer Security Logs
that they read, almost 100%, Success Audit.

OTOH, there is one Failure Audit which appears with some regularity
and I wonder if it is something to which I should pay attention.

Event ID: 615
User: NT AUTHORITY\NETWORK\SERVICE
Description:
IPSec Services: IPSec Services failed to get the complete list of
network interfaces on the machine. This can be a potential security
hazard to the machine since some of the network interfaces may not get
the protection as desired by the applied IPSes filders. Prease run
IPSec monitor snap-in to further diagnose the problem.

A. Is this something about which I should be concerned?

B. Where can I find IPSec monitor snap-in on my computer?
