Default Cannot run cmd or command prompt

Default Cannot run cmd or command prompt

Thanks for your assistance. It looks like I've managed to clear out whatever
was blocking cmd from running. Command, CMD, Regedit, and the command prompt
shortcut all seem to be working correctly now.

I'm still having problems with disk cleanup not finding a file needed to
run, but that is an issue being addressed in another thread.
