Dcom security issues - Hotfix kb895200 fails

Hi,

i have tried to download and install the hotix from KB895200 to solve some
dcom security issues i am having but when trying to install teh hotfix teh
installation crashes and reports are sent to microsoft, if anyone can help
solve this it would be appreciated.
error id 10016:

The application-specific permission settings do not grant Local Launch
permission for the COM Server application with CLSID
{174106DC-A50A-4813-A7DE-1CBADAB2A4D9}
to the user xxxx\xxxx SID (S-1-5-21-1202660629-152049171-839522115-19236).
This security permission can be modified using the Component Services
administrative tool.

the CLSID does tend to vary
