Default System Config File is missing

I'm stumped. All of a sudden my computer has this error message ... Cannot
start because file "windows\system32\configuration\system" cannot be found.
I can't even start in the safe mode or last mode where it was working
properly. I can't use the setup disc because the cd-rom stopped working a
few months ago. HELP?
