Why is "Help and Support" not available from Start menu?

Default Why is "Help and Support" not available from Start menu?

About three weeks ago I bought a new PC from Dell with with XP Professional.
I found out quickly that if I press Start-Help and Support, nothing
happens.

After much tinkering, I discovered that the Help and Support screen is
invoked by running the program
C:\WINDOWS\PCHealth\HelpCtr\Binaries\HelpCtr.exe. So I have created a link
to this program in my start menu, which works around the problem.

There remains the curiosity that the link between this program and the Help
and Support tag that appears on the start menu is broken. Does anybody have
any idea about why this has happened, and how to fix it?

Type the following commands in RUN box:

REGSVR32 /i SHELL32
then,
REGSVR32 /i SHDOCVW

If that does not help, apply the REG file attached herewith.

Check in AdminToolsServices if "Help & Support" is either on manual or automatic.

Are you able to run HelpCtr.exe from RUN box? This may be the AppPaths =
registry key issue.

No I cannot.

I can run it if I enter the fully qualified path name, but not if I just put
HelpCtr.exe in the run box.

What should the AppPaths registry key say?

See if the helpctr.exe path is set correctly he
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\App =
Paths\HELPCTR.EXE]
