Default Customize User/Desktop Configurations

I have tried to use the policy editor to set up a user that has
limited access to a few programs (Word, Access and IE) with a desktop
the has only a few icons. When I try this I also changed the
Administrator settings and almost locked myself out of the computer.
Can someone point me to the right documentation to make this work?
