Default can't delete *.avi

how to delete an avi file, if windows says that the file is used by another program?
i've closed all my video players and programs ... rebooted system... , without any results

”Go to Start/Run/CMD and type in: regsvr32 /u shmedia.dll
(To re-enable it: regsvr32 shmedia.dll)
And/or run this edit, then try to delete it.
