Default Boot on dual monitor

hello i have a problem with my dual monitor mode. when i boot windows and the logon screen comes up, the primary monitor is not primary rather the other monitor shows up with the logon screen. how can i configure it so that my one monitor that is suppose t
o be primary stays primary on the boot?

are you sure you have set the correct monitor as primary?

Have you done this on the administrator account too?
