Internet explorer hijacked/compromised

Default Internet explorer hijacked/compromised

my internet explorer has been hijacked and I can't get
rid of it. Tried using virus finder (Mcafee & Spybot)
but it isn't helping. won't let me change my homepage
(it says nethttp://default-homepage-network.com/start.cgi?
newhkcu/newspynotice.html) Can anyone help me remove it
or get it back to normal? or is my only choice to wipe it
clean and reintall windows?
