No Picture in Start menu

If you are logging on with ctl-alt-del or with the regular
windows logon (not the "Welcome" screen), the picture icon
will not appear in the Start Menu. It's apparently
another "feature" of XP. :P

change my account name, it says the change will be made to
the welcome screen AND the start menu. How can I get a
