Looping on boot-up

Default Looping on boot-up

I have a Client whose computer boots up to the 'options' screen but, no
matter that she presses on 'start up in normal mode', 'start up in safe
mode' or 'go back to last known good version' (or whatever the exact word)
the computer just re-boots.

Any ideas please as to what is causing this and, more importantly, how to
resolve it?
