Default Older latitude CPi A, with xp!

To all who might help.
I have an older latitude CPi A, 128 meg ram with xp ( don't know why
the people I bought it from put it on), system is slow, So I want to
put windows ME on it which it designed for ( windows 2000 ). So I
backed up everything on a 80 gig external HD, I want to reformat hard
drive, But now laptop can't see cd bay.
1. Whats up with the cd ? it is still my frist boot device in bios
2. Can I hook up my laptop to a another computer using a usb cable and
format my HD then put ME on ?
3. Should I just live and let live.
