Default MUI Problem - Shell folders and rightclick menus does not localize

Hi

I have installed a english version of Windows XP SP2, fully updated.
I have then installed MUI-packages for several languages.
I have created different local accounts for different languages and named
them to the language they will be used in. (ie Swedish, German etc)

I have logged in as the users and changed the Regional settings to the
language they want to have.

When I log in as the user Swedish I get most of the UI in Swedish , but not
all.
For example the Start Menu is in Swedish, and the menus in explorer Windows
as well, and some of the icons in the Control Panel.....but not all. (Network
Connection are in english and Printers and Faxes + a few more)

My main problem is that "My Computer", "My Documents", "My pictures" are in
english and that the "right-click-menu's" in explorer are in english.

If anyone can give me a pointer or a sollution I'd be very thankful!

I reinstalled the computer and used a "Windows XP SP1" CD.
Then I added the MUI languages I wanted and then it worked fine. Even adding
languages after updating to WinXP SP2 worked fine.
Seems like something on the SP1 CD was needed for this to work?
