Default How to alphabetize Start Menu - All Programs for all users

I know how to alphabetize Start Menu - All Programs for individual users, but
how do you do it for all users logging into the same computer? I'm at a
university that may have several hundred people logging into the same
computer throughout the course of the day. I had found an article several
months ago stating to create a regular user account (test for example)and
logon with that account. Go to the start menu and sort by name to get
everything alphabetized and modify any programs the way you want. Then log
off and log on as an administrator. Go to Start, right-click on My Computer,
choose properties and go to the Advanced tab. Click on Settings under the
User Profiles section and copy the regular user account you made (test) to
the default profile and tell it to overwrite. This was supposed to allow any
user that logs on to have their Start menu - All Programs alphabetized. But,
that didn't work either. Any suggestions?
