Default Almost all Internet apps stopped working after SP2

I recently installed SP 2 on this computer, because I had problems
connecting to secure websites. Now I can't connect to any websites, my
email doesn't work, yet I can access Usenet *only* using Agent.
I thought it might be a problem with DNS because I could still connect
to other computers on the Internet, including the web interface of my
router, but I can resolve and ping websites outside my network, I just
can't connect to them with IE or Firefox, or check my email. FTP
doesn't work either.

Randy,

Create a System Restore point and try resetting the Winsock using NETSH
command-line. See the page below for more information:

Repair/Reset Winsock settings:
http://windowsxp.mvps.org/winsock.htm

Note that the NETSH WINSOCK RESET command removes all the third-party LSPs
and you may need to install them (for example.. Google Desktop Search) to
enable the functionality of that 3rd party program.

The Windows Firewall is turned on automatically when SP2 is installed - make
sure there are no issues there with it blocking apps.

Unfortunately this didn't help. The errors I get in Outlook Express
are socket errors. I.E.
"The connection to the server has failed. Account: 'nospam @
Rostie.net', Server: 'smtp-server.kc.rr.com', Protocol: SMTP, Port:
25, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

Is there anything else I can do short of reinstalling? The first thing
I tried was to disable Windows Firewall. I don't understand why Agent
works, but nothing else does, including other non-Microsoft apps,
(except I can connect to the firewall via Internet Explorer.)

When I connected the network cable from the computer directly to the
cable modem, it couldn't get an ip address.

I installed the netdiag utility and here is the output from it:

when you try to send or receive e-mail in Outlook or in Outlook Express:
