I have no money for a tv or new laptop.

How do I view youtube videos that are html5 ?
Like the news streams.

# typical invocation is to pass the URL of the webpage

youtube-dl.exe https://www.youtube.com/...

Then play the video with VLC from videolan. Note that
the latest one might not install in Windows XP, so you
might need an older version. It's always like that
now with WinXP - "softwares that only work on
Win7 or later problem".

I've had trouble with VLC on XP. I switched
to Media Player Classic and haven't had any trouble.

If you'd like to view them online, Serpent 52 still does the work on XP.

Have you tried New Moon? It's supporting XP
with a relatively late version of the Firefox core.
But I haven't tried it myself. I don't like to enable
script and if I want to see a video it's likely I'll
want to watch it more than once, so I just
use youtube-dl.

I've rarely watched a video
via streaming, so I wasn't actually aware that it
was a problem in XP. I'm curious as to exactly what
part doesn't work in older browsers. So-called HTML5
isn't new. Also, I don't know if this will help, but you
might try spoofing the userAgent. A surprising number
of sites just filter out anyone without at least Win7
and a recent browser version.
