Default Closing Port 23/Disabling Telnet

Xref: kermit microsoft.public.windowsxp.network_web:198581

I want to disable telnet and close port 23 on my PC but Telnet is not on the list of services. It is my understanding that Telnet is not included in XP Home. I ran a port checker application from Gibson Research that said port 23 was still open......and
advice??

I have McAfee Firewall 2002 and Windows XP ICF up and running. Even with them up, I can run the port check and port 23 is still open......
