Default Multiple program, registry, and settings issues.

I'm attempting to fix this Windows 8.1 system with the following complaint:

"On the start menu page that lists all of the programs. The applications
that aren't working & are showing an error message are the following (all
came with the computer): Alarms, Calculator, Calendar, Finance, Food &
Drink, Games, Health and Fitness, Help & Tips, Mail (can access our email
thru the desktop...this has never worked right since we have 2 emails),
Maps, Music, News, People, Reader, Reading List, Scan, Skype, Sound
Recorder, Sports, Travel, Video, Weather. Can't access PC settings....it
comes up a blank screen. Can get into settings if I use the search function
from the left side menu that pulls out and search for what I need. Also, as
I told you, can't access my SkyDrive (cloud). Any program that I have added
or downloaded seems to be working ok. Word is working fine."

Try the following commands in a terminal run with administrator
privileges:

sfc/ scannow

DISM /Online /Cleanup-Image /RestoreHealth

These should sort out at corruptions and cure at least some of the
problems.

Fyi...running the Restore Health command after updating to Win8.1 Update
1 can corrupt an uncorrupted Store thus its a proceed at your own risk
recommendation since it may precipitate the need to return to pre 8.1
Update 1 system (Win 8.0 or 8.1 via restore to factory or restore via a
created image).

I tried to create a new user profile and was going to copy the old
profile
to the new one but when I clicked on the add a new user link in pc
settings,
it would not open.

Fyi...running the Restore Health command after updating to Win8.1 Update 1
can corrupt an uncorrupted Store thus its a proceed at your own risk
recommendation since it may precipitate the need to return to pre 8.1
Update 1 system (Win 8.0 or 8.1 via restore to factory or restore via a
created image).

The computer was delivered with 8.1 installed so there was no supplementary
update applied. I talked to another computer expert and was linked to this
page:

The instructions were to copy the text in the code box into the command
prompt, hit enter, and let it do its thing.

It worked. The PC settings are now accessible again. However the programs
that weren't working still have an "X" next to them and will not open. I
will try to set up a new user profile as described here,

other issues.
