Default "Adjust for best performance" for each user...

I've set up a pc to work how I want it to in the administrator account, but
how do I make every account that logs into is use the "classic" theme, and
show the "classic" start bar, and "adjust for best performance" without
having to do it manually for each user?

Are you on a domain?

Yes, I'm on a domain without Active Directory. I've found out how to force
the users to use the classic theme and the classic control panel and tool bar
etc, but I want to force them to adjust for best performance too... I can't
see that anywhere in gp edit.
