How can I get the Microsoft Application toolbar back
after it got closed?

Hi Linda,

Are you referring to the QuickLaunch bar? Right-click the taskbar, choose
toolbars/quicklaunch.

If you are referring to the program bar included by MSOffice, then try
rebooting.
