Default Google desktop issue

Hi

A user has Google desktop on one of the win xp pro pcs connected to sbs 2003
(win 2003 server + ISA Server 2004). Google desktop seems to be working
fine except when the user uses the desktop icon to open the web site
http://127.0.0.1:4664/&s=RoPOIyqNqsUmu4ioZxHLy1O1wmo) it comes up with an
error page with the below message. What is the problem and how can I fix it?

Network Access Message:The page can not be displayed
....
....
....

Technical Information (for support personnel)
Error Code 10061: Connection refused
