Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:

Disabling Email Scanning does not leave you unprotected against viruses that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.

luck, and finally...

Since I could access the Web, I installed a new version of IncrediMail.
This apparently triggered the stupid firewall settings to ask permission
for IM to connect to the 'net. This permission granted, all is well
again. I haven't tired OE again yet.

What a pain! But since I had turned off ALL the Norton's stuff, could it
have been the Windows XP security/firewall that was preventing the
connection? I'm no computer guru, but it seems to me that XP just changes
things for no apparent reason. If XP is so smart, it ought to also be
"polite" and ask first!!!

Anyhow, my problem seems to be fixed, and I certainly am glad! Good luck
to those still looking for the solution.
