But it works fine for me on Windows 7 (64 bit).

Default CCleaner v5.70.7909 (64-bit) takes forever to start up?

An idea.
Try updating your virus definitions on Windows Defender (or whatever
it's called in Windoze 10). Sometimes that fixes weird slowdowns for me,
or fixes them after a day or two have passed.
