Default XP Firewall turns back on automatically

I am using XP Pro, service pack 3. I use am connecting to a VPN which uses a
Cisco RVS4000. They reccomend that Windows Firewall be turned off when
accessing it using their Quick VPN Client. I have two computers at a remote
site that used to be able to access the VPN no problem with Firewall turned
off.

I have a Norton Anti Virus product installed at both clients.

Last night, computer 1 automatically installed Microsoft Updates. Computer
2 did not. Today computer 1 cannot connect to the VPN, computer 2 can. The
firewall is still off on computer 2, but is on on computer 1. When I turn it
off on computer 1 and restart, it turns itself back on.

I found a KB article that indicated I should reset it by using
MicrosoftFixit50203.msi, which I did to no avail.

Any reccomendations on how I can get the firewall to stay off? Why does it
turn itself back on?
