Default horizontal shifting in the tree pane in Windows Explorer?

Is there any way to stop the left pane in Windows Explorer, when set to
view the folder tree (View Explorer Bar Folders) from "helpfully"
shifting horizontally? This happens in other applications that try to
look like Explorer, such as Outlook. I know it's trying to be helpful,
but I wish it wouldn't do it - movement seen out of the corner of my eye
is distracting, and also it shifts the structure so I can't see bits I
want to and have to scroll them back.

I anticipate there won't be any way to stop it, as when I asked a few
months ago if there was any way to stop it "helpfully" opening
(expanding) folders when you hover over them with something you are
about to drop, there were no answers (lots of helpful alternatives and
suggestions, thanks, but no-one knew how to stop it).
