Default User Cannot Open Recycle Bin

Saw this on a Windows mailing list a couple of days ago. No responses so
I thought I'd post it here.

Double-clicking the Recycle Bin desktop icon does absolutely nothing!!!

Right-click works. Eg, I can empty it, but I'm loath to do that because
I cannot see what's in it.

Is there a way to "reset" the recycle bin?

What will happen if I try to delete $Recycle.bin from the root of each
hard drive that has it?
