Default Group Policy to prevent driver updates

Win 10 v 2020 - not part of a domain.

Update reports that there is a Group Policy setting
to prevent driver updates as part of regular Win updates.
(This was present in 1903, too).

I didn't set this. Why is it set?
The Group Policy editor shows this entry as "unconfigured".

The GP page for this item says:
"If you disable or do not configure this policy, Windows Update will
include updates that have a Driver classification."

So, are driver updates actually enabled since the entry
is "unconigured"?

Have you run any of the "O&O shutup10" type utilities?
