where to report bugs in core XP SP2?

Default where to report bugs in core XP SP2?

I found the following bug that does not appear to be in the KB:

When "write caching" is disabled in the system default drive (e.g. C,
Hibernating becomes very slow (e.g. 3 minutes instead of 3 seconds).

I noticed that the bug was discovered by other people (see
http://v2.tlab404.com/forum/forum_po...p?TID=979&PN=1 ) but it's not in
the KB.

What's the best way to get MSFT's attention and report this bug?

Note: observed on XP SP2 with *ALL* current security patches installed.
