Default Depth of Quick Launch Bar

My quick launch bar is normally 2 rows deep. I would like it to be 1 row
deep. When I drag it to make it 1 row, it reduces to 0 rows so it is not
visible.

I have Windows XP Ver 5.1. I have attempted to download Service Pack 3 but I
am unable to do this.

How many items on your quick launch bar? If many, delete some and try again.

How are you adjusting the QL bar and not the status bar?
I think the minimum increment of sizing you can apply to the taskbar is that
of the icons. If the icons etc. are over 1 line high, then the bar adjusts
by two lines at a time, etc..

SP3 can be purchased on a CD from microsoft for a nominal charge if you
can't get it to download. However, SP3 has nothing to do with your
question - I hope you've kept up with all the SP2 updates/fixes. Why won't
it download for you? What happens? Where are you trying to download it
from? Only trust MS for SP3, plus read the SP3 requirements before
installing it: they are important.
