Default High CPU useage after 1709 update

There's some problem with the Firewall.

Now, yours shows an ICS (internet connection sharing)
entry as well. Are you actually running a network
connection from your machine, to a subtending machine ?
I thought that's what ICS was for.

With ICS in the past, a motherboard could have two NICS.
One NIC would connect to the Internet side, the second
NIC would run a connection over to a second machine,
so it could "see" the Internet too. ICS allows you
to "chain" PCs, without a router. But it requires
all the PCs in the chain, have to be running, for
the last PC in the chain to have Internet service.

some programs?

Can I save just the current firewall settings, to restore just these
after resetting?

You can export the current firewall to a .wfw file (binary!).
The question would be, if you export it, and import it again,
would the (broken) firewall code in the new release do
a better job ? I could understand if the file was XML and
it was actually being parsed. But the file looks like binary,
and what are the odds that an "import" procedure would fix stuff ?

Right now, I don't know what file format that is.
Is it a kind of registry file ? Dunno. Too bad it
wasn't just XML, which would be unwieldy, but
still readable by humans.

Exporting the current rules, would give you a
backup, but with no assurance the file can be
reused at an arbitrary time in the future.
It's really unclear what the utility is, of
lobbing about binary-containing files.

It turns out the Windows Firewall dialog, as a "Diagnose/Repair"
button in it. After backing up settings to .wfw, you could try the
Diagnose/Repair option. Maybe it doesn't need to be hit with
a sledge hammer, just with a rubber mallet.

ICS pretty much died with Win98. That's about the time when cheap
routers came onto the scene, making ICS obsolete.

I'm trying to set group policies to "not configured" to try & isolate
the problem, but I get this before trying....

Thanks, I fixed it by turning off all 3 firewalls in "Windows
Defender" and then turning them on again.

I hope I don't have to do this every time I turn on the computer.
