That assumes zwolnet.com isn't a webhost and the user is at the allchars
subdomain.

Although there is a link to Sourceforge on the allchars site, it merely
goes to sourceforge.net, not to a project there. A search at
Sourceforge found:

The project owners are listed after "Brought to you by". Click on their
profile which might have a Send Message button. The Files section shows
datestamps back to 2009 so it is likely an abandoned project (and
Sourceforge doesn't eliminate projects where its owner(s) haven't
visited and updated something in over a year). In the download page
(http://allchars.zwolnet.com/download/program.html), they don't list
anything past Windows Vista. No mention of Windows 7 which was released
in 2009 which is also that latest datestamp for their files at
Sourceforge. It's a dead project and the authors are dead (well, as far
as the program is concerned).
