Default Windows XP New users

-----Original Message-----
When loading Windows XP, the original user is set with
admisistrator privledges and has control of the

computer,
however upon creating new users, irregardless of what

user
class they are assigned to, they do not have access to
other programs on the computer such as Word, Excel or

any
other programs loaded that were not part of the Windows
load. I have tried making these inviduauals an
administrator but am still unable to grant them access

to
the other programs on the computer.

How do I grant these users access to additional programs?
.
