Hi Carole.
This is usually a configuration problem. Outlook Express comes with a
default setting that may block email attachments from being opened or
downloaded for security reasons.

Try clicking on Tools, then to Option, then on Security and unchecking
"Do not allow attachments to be saved or opened that could potentially
be a virus."

Then check "Block images and other external content in HTML email" is
unchecked, you may have to reboot after for the changes to be made.
