Default File Won't Behave

I have a file that I cannot access, open, move, edit, or delete. It seems
to be "frozen" in its folder. How can I unfreeze it? I'm using Win MCE (XP
Pro). Thank you.

One extra piece of information --
When I try to work with the file, NOTHING happens. Not even an error
message.
