Default Not get past load personal settings - cant install windows properly

Cant get past loading personal settings. Either nothing
happens and I have to reboot - to get the same problem -
or I get a number of different error messages. The most
understandable is that trhe system cannot activate
windows, because of a problem accurately checking the
license. Occasionally I can get through, but with a
default profile and not enough of the system working to
do anything - e.g. system restore.

Any ideas out there?
