Default XP upgrade and upgrade w/ additional license

I am currently running Win98SE on my desktop and laptop
and I am looking to upgrade to Windows XP Home Edition. I
have a couple of questions I am hoping the forum is able
to answer.

First, my desktop is running an OEM version of Win98SE,
can I use the XP Upgrade or is it going to require the
full install? (I do have a licensed version of Win95 can I
use that disk when I load XP?).

Second, and this one is very confusing, when I go to the
Staples site to price XP I find the following:

Microsoft Windows XP Home Edition Upgrade Version
$99.00
Microsoft Windows XP Home Edition Upgrade Additional
License $118.00

My question is, does this mean buying the Upgrade w/
Additional License I will get 2 licenses for $118?
Unfortunately the staples site does not make this clear.
When I talked to the store, they knew less than I.

Hi,

1) Yes you may use a retail version on your Windows 98 OEM machine.
2) To purchase an extra licence see the site below. Its not two licences
for $118. You ccan save about 15% purchasing the extra licence instead of
the boxed product.
