Go to Start - Run and enter dxdiag in the Open box and click OK.
The version is listed near the bottom of the System page.

Quick google found this:

http://www.computerhope.com/directx.htm#a0

HOW TO DETERMINE VERSION OF DIRECTX

Users running Microsoft Windows ME, 2000, or XP or know they are using
versions higher then DirectX 5.0 can click Start / Run and type "dxdiag"
and press enter to get full information about your system, DirectX, and
other related helpful information. Other users may find the DirectX
information by using one of the included tools listed in the below
DirectX utilities section.

Go to Start, click Run, type "dxdiag" without the quotes in the run box and
press enter. All version information will be on the first tab when the
applet opens.
