is it possible to run up someones phone bill if they on dial up?

Yes!
Depending on the contract the person has with their ISP.Some are unlimited
internet time others are X amount of time then pay per minute others are just
pay per minute.
Also if the system is infected with a parasite like a phone dialer to a porn
site
(which may dial and with their knowlege) a person can have a phone bill of
several hundred dollars.

Depends on what calls are "local" and thus have unlimited time for the
regualr fee. If your ISP is outside your local area, and thus you are
charged by the minute, the bill will go up.
Also, dialers for certain BBS or even scam 1-8xx, 1-9xx phone numbers can
charge you dearly for the call.

In addition to what others have posted, it is possible for computers using
dial-up to become infected with "dialers", which connect to numbers that
have very high dollar per minute connect fees.
