Default something unusal and new about JPEG & JPG. Need Help

I've tried a lot of the forums and help support website. but with no
luck...did everything what they said to do still no luck.
the problem is with one Folder and all the files in it. mostly Jpegs and
some VCD files. None of them can open. pictures says No Preview available and
in other imaging program it says Access Denied, the file may be in use. but
its not. I can't move those files nor i can delete those files not i can send
them as an attachment with an email.
Nothing to do with AOL or compuserve as its been stated he "No Preview
Available" and "File Format Is Not Supported" Error Messages

there are lots of guys out there with same problem and no one can get the
right answer.
If some one can help please!!
