XP power schemes

I am running XP Home with SP3 and I have set the "Turn Monitor Off After" property to 10 minutes via the Power Options Properties dyalog box. Sometimes this works and the monitor is turned off after the 10 minutes set and other times it remains on continuously. Are there any programs, if running, that will prevent the monitor from swiching off or is this functionality a bit flakey.

Are there any known fixes to this problem.
