Default O.T. Blue Circle over Internet Icon

I have a Dell XPS 8500, with Windows 7 Professional, SP1,
with Spywareblaster, Malwarebytes, Avast Professional,
Windows Defender and Windows firewall.

1TB HD
Intel (R) Core (TM) i7-33-3770 CPU @ 3.40 GHz 3.40 GHz
Ram 12.0 GB
System type : 64-bit operating system

I also have a Dell Optiplex 780 MT, with Windows 7
Professional, SP1,with Spywareblaster, Malwarebytes, Avast
Windows Defender and Windows firewall.

750 GB HD
Core 2 Duo- 2.93 GHz
Ram 4.0
System type: 64-bit operating system

I had just completed doing a Windows Mrimg file
backup and all went smoothly. Later, when I
tried to logon the blue (busy)circle remained over
the internet icon which usually goes away after a
few minutes but this time it's constant.

I've tried restarting and shutting down but
it still the same with a constant blue circle
over the internet icon.

Obviously it's not my modem etc because the 780
is able to connect with no issues. So how do I get
the 8500 to respond?

Thoughts/Suggestions?

What is and where is what you are calling 'the internet icon' and what
is its normal purpose?

Obviously it is somehow related to connectivity. Are you talking about
the icon which is called 'Network' in the description of the
notification area icons?

What does your Network and Sharing Center say?

Yes, the network icon in the system tray
(lower right). However there seemed to be
other issues so I did a system restore and
everything is back to normal. So all is good.
