Is there Windows software that will tell me the current frame rate for

If your GPU is NVIDIA, use MSI AfterBurner. Here's a screenshot.

Thanks to SC Tom and JJ, it seems that the only correct answer is Fraps
because all the other methods only work in special cases.

The Steam FPS display is substandard since it only works for some games.

The Nvidia NVIDIA GeForce Experience ShadowPlay & MSI AfterBurner work
only for Nvidia graphic cards and only on some Windows operating systems
(for example, it doesn't work on Windows 10 so you have to get a
potentially unsafe msi-afterburner alternative from some non-Nvidia web
site.
