Default Task Manager Disabled Unintentionally

Hi, I run an internet cafe, and one of the customers has
somehow disabled the use of the task manager, and every
time I try alt+ctrl+del a message pops up saying
administrator has disabled task manager, but I am logged
on as a user with admin priveledges. The workstation is
running WinXP Professional SP1
