irritating pop up.....cant get rid of it!

Go into My ComputerWindowsDownloaded Program Files; go
to edit, then select all, delete everything in the
folder. Go to offline webpages folder, delete everything
in there except your homepage.
That should clear it up. Also check in Control PanelAdd
Remove Programs.
