Default xp network problem (can't access win 2000 machine)

Hi

here is my situation

at work we are on a networked domain (win 2003 server) made up of windows
2000 os (dhcp).

but for some reason my machine will connect to all of the others on the
domain
apart from our development machine (win 2000 server) (static ip).

i assume this has something to do with my os being win xp pro (dhcp), as i
have checked
many many times that my login has the right access.

i have disabled simple file sharing under folder options.

do i have to change the default group policy for the domian in some way as i
can't change the local group policy
on my machine.

please help
